How to unlock my arrow in a pc

I can't tell if this is a translation issue or not, but even though I've been working on computers for 50 years, I still have no idea what you're asking.

Does this have something to do with your mouse pointer? Are your arrow keys not working? Don't know how to work the Num Lock key?

There are just too many ways to interpret your question for us to be able to give you an answer that makes any sense.

Please elaborate on what you are trying to do and exactly what it is your computer is or isn't doing, or there's no way for us to help.
