Diagnosis: The washer sat idle for a number of years as I had two. During this time, the brake pads became stuck to the braking surface due to a bit of corrosion. This prevented the drum from spinning during the spin cycle. The clutch was unable to drive the brake such that the brake pads could move freely relative to the brake's cylindrical friction surface, so the clutch pads skidded along the metal clutch surface they press against, generating a lot of heat and wear and glazing the friction surfaces such that they didn't produce the necessary friction. After removing the transmission (which isn't difficult), it was easy to break the brake pads free with a screwdriver, but after reassembling the washer, it still didn't spin.
