Best to visit a good instrument repair shop as this can be tricky! As you don’t want to damage the horse hair or the frog. Using a soft micro cloth and denatured alcohol (ethanol) carefully wipe the surfaces. If that doesn’t clean off the resin buildup then this could be glue from someone’s efforts to secure the hair bundle in the frog. This will likely require replacing the bow hair as well as the wedge.
