Classen Overseeder TS-20 fails to run

The engine starts, and then dies after a few seconds. It starts up again after one pull but just dies. What might the problem be?

The spark plugs been switched out, filter is cleaned out, gas and oil and both new. Im new at this and think I may be missing something, or it’s a bigger issue than i thought.
