No power up, Caps Lock light flashes red

Have a laptop that won't power on. Can hear fan spinning, screen stays blank and Caps Lock light just flashes red. Have tried with charger and without still nothing happens. I suspect it might be a motherboard issue. Any help would be greatly appreciated thanks
