My PC charges my phone but doesn't recognize it

Hi! So I plugged my phone into my computer to transfer some data. It said my phone was charging, but my phone wasn’t showing up as a device. I have heard that some cables don’t provide enough power, but I tried like 4 different cables with the same results. What can I do?
