The defrost timer is a function of the control board and is not a separate timer or board.
Can't find a service manual for the Kenmore model but given that it is comprised solely of Samsung parts, here's the service manual for the equivalent Samsung RS27FDBTNSR/AA model that may help.
Run the Self-diagnostic function during normal operation test procedure as shown on p.33 (34 of 78 pdf) and check if error codes 24 or 25 are being shown. The error code tables are on the following pages and show what could cause the code.
You could also try a manual forced defrost and check if that worked. Go to p.32 (33 of 78 pdf)
Note: F = Freezer compartment and R = refrigerator compartment.
