It seems there is a virus or something between my Chromebook and HP printer. They will not communicate at all. I have removed the battery, shut everything down, power washed it, nothing has worked. Do I just need a virus remover?

I doubt there's a virus at play here, at least not within the printer. It's possible your Chromebook just has a problem in its settings or the cable connection is at fault. Are you using a WiFi or a USB connection?
