Why Power steering hard to turn
Why is my car hard to steer?

Since the hydraulic fluid level is OK (so presumably no leaks in the hoses) as is the belt tension, it could be a faulty steering pump or faulty power steering gear.
To determine which it is (if it is one of these two) here's a link to the relevant section from the service manual that describes how to test the steering pump. You'll need a gauge that measures the flow rate of the hydraulic fluid.
If it passes all the tests, here's the section relating to the steering gear

You will also want to be sure to check the belt after you have checked the power steering fluid.

What year is the vehicle?
Have you checked that the level of the hydraulic fluid in the power steering fluid reservoir in the engine bay is at the correct level?

Fluid is at proper level. The belts are tight as recommended. When turning the steering wheel it starts to be normal the gets hard then normal again

Level is good.
Belts tight.
When turning it starts smooth then get hard to turn then back to easy. It changes as you turn. Don't matter if your going left or right.????
