Is there steps to troubleshoot this? Checking the nozzle first and it doesn’t look clogged. Is there a relay or fuse I need to check?
Does the washer pump makes a loud noice when operational or is it silent? Mine is not making any noise if it supposed to make a sound.
Where could I find schematic or manuals for free? Would like to find resources for future fixing and maintenance the vehicle.

@sosa90456 fuse #13 in the fuse box (15A) under the instrument panel is the one for the rear windshield washer.
Check the fuse and check for power. After that you will have to check the pump. Here is the Wiring diagram for the 2014 and up RAV4 Toyota RAV4 2015 Wiring Diagram Page 100 is the one you want to look at for your rear windshield wiper/washer wiring.
Both front and rear share the same reservoir on the front passenger side behind the bumper. You have the front and the rear pump for the washers on that. Check this video for the reservoir and pump.

The pump may not make much noise when it's running, but you should be able to tell it's in operation. At the very least you will be able to feel vibrations on the motor as it runs, and a voltmeter should show you if it's getting power or not. I don't have a wiring diagram for your rig, but odds are pretty high that it probably runs on 12V DC.
