Check if there is 19.5V DC at the plug on the end of the output cable of the charger.
If not, grab hold of the plug and then whilst still measuring with the meter, gently flex the cable back and forth where it enters the plug and check if you get a voltage reading. Do this also where the charger output cable exits from the charger case, to make sure that it isn't a fractured cable
If still not then the charger is faulty and would have to be replaced. If the charger was faulty then the battery wouldn't be charged so that's why it might not start, either with the charger connected or not.
If the charger tests OK, then it may be a loose or faulty DC-In jack where the charger plugs into, (supplier example only to show part). What can sometimes happen is either the jack becomes loose from the motherboard or that the centre +ve connector in the jack breaks internally and this opens the power circuit from the charger to the motherboard and the battery.
If the jack is just loose it may simply have to be resoldered back onto the board. If the jack is faulty it will have to be replaced as it cannot be repaired.
Here is the maintenance and service guide for the laptop. Go to p.69 to view the procedure to remove the systemboard. This will have to be done so that the jack can be tested from input to output before knowing whether it has to be resoldered back on or replaced or if it is OK.
If the DC-In jack tests OK then further testing of the motherboard would be required using the schematics.

Is the battery light on the right side of the laptop turning on when you connect the charger to the laptop?
