@farhanqureshi "Local repair shop said it's 'IC' is bad" is absolutely to non-descript. It does not tell you anything since your phone has a dozen of IC's. I suppose in general terms, this could mean its a bad circuit board. That is one option.
The other option is a bad screen, What you see maybe just the backlight but no video being generated. Not sure about your abilities to perform a board level repair, since you will need special tools and some really good soldering skills etc. I do know that you can change the display Use something like this video to do so. The display is available at many online stores. Purchase a display with the frame since that repair is much easier. Select a vendor that is within your geographic region and meets your criteria.
If you do have the tools and the skills to work on your board, and a new display is not fixing it, check the LCD circuity etc. Start with J1205 and work backwards Redmi Note SchematicRedmi Note Diagram
This "I don't have money for a new phone." is the only thing we can't fix :-) Most of us have been there before as well. Once you are done studying and start your career, it will get easier.
While you work on your phone, take lots of pictures. Once you are done with it, take those pictures and create a guide for iFixit. That will help the next person that has the same problem as you do. It's easy and fun to create these guides. https://ifixit.com/Guide/new The iFixit community will appreciate this.
