My friends PC keeps booting up and immediately shutting off over and over again. I replaced his power supply as I thought this was the issue. But it is doing the exact same and there is a lite red light by his graphics card that keeps blinking and going off as well. He has a PowerSpec G228 pre built

Hi,
Not sure what you mean by booting so how far into the POST (Power On Self Test) or OS booting procedure does it get before it restarts?
If it passes POST OK and then boots and restarts, try starting in safe mode and check if it boots OK etc. If so then you have a driver problem.
If it doesn’t work in safe mode either try repairing the OS startup. Create a Win 10 recovery drive from any known working Win 10 PC. In the host PC go to Control panel > Recovery > Create a recovery disc and follow the prompts. You will need an 8GB flashdrive and 40-60 minutes of time.
Once you have the recovery drive start the PC and get into BIOS and check that Legacy USB support in BIOS is enabled (go to BIOS menus > Advanced) so that the PC can boot from a USB. Insert the USB and then if necessary save the changes in BIOS and restart the PC.
It will boot into the Windows Recovery Environment menus from the USB stick. Go to Troubleshoot > Advanced > Startup repair and follow the prompts. Do not select Reset this PC because if you select the wrong option after this it will erase all your data and reinstall Windows.
If it doesn’t pass POST or even stop during POST then you may have to go back to basics and start with a barebones PC and see how that works.
Disconnect all unnecessary components from the motherboard i.e. HDD, ODD, printers etc and leave only the PSU, the GPU card, RAM (only 1 stick in slot A2), keyboard and a monitor connected to the motherboard and then try to start it and get into BIOS.
If still no good it seems like a motherboard problem. How old is the PC? Is it still under warranty at all?

Im sadly just a novice in hardware for IT myself and still learning so that is why I come here, but my friend got it a few weeks ago and it worked just fine for a spell then quit working. He didn't get a warranty I don't think

If it was new then there is always the manufacturer's warranty if PowerSpec won't help but try them first anyway as even retailers will sometimes help, if only to maintain the reputation
It is not a PowerSpec motherboard and there should be a warranty on it from Asrock as it's their motherboard (see specifications)
But maybe first try the suggestions to see if you can narrow down the problem to the motherboard and not what is connected or installed in it e.g. ram, GPU card etc

I feel stupid for not adding new info I learned shortly after posting but, the light I was referring too was actually multiple lights pointing out certain things, ram was one for example. And to clarify what I mean by booting, it is constantly restarting and powering back on. And also after posting this my friend decided to tell me he deleted windows because it kept "blue screening" and he thought reinstalling it would fix his issue.
