HP Pavilion 15 cs0xxx Unboxing
After freezing and getting a blue screen stating “:( Your PC ran into a problem and needs to restart. We are just collecting some error info and then you can restart (xx% Completed)” , I got a system error stating Boot Device not found f30.
I have followed tutorials to do a hard boot and reset factory settings, but still get the f30 error.

Aline Barrera is it “Boot Device not found f30. “ or is it 3F0? That means that your computer cannot find the Operating System. This could be because of a failed drive or a corrupted OS. Start of by checking things according to HP on here

@oldturkey03 like how do I do this without a usb hard drive or any type of hard drive cause right now I am left to fix my computer that someone else messed up then I don’t want to come out of pocket to get it fix or buy anything like that why I am on here looking for solutions but that article wasn’t helpful cause you need another computer to download the software unto a usb hard drive or hard drive in general
Is the laptop's HDD being detected in BIOS?
If not it is a failed HDD, disconnected physically etc.
If it is being detected in BIOS, try to get into the Windows Recovery Environment menus if possible
If the laptop boots (you didn't say what is happening) start the laptop and then when it starts to boot into Windows, force stop it by holding the Power button operated until it shuts down.
Do this 3 times ii.e. start > boot > force shutdown > start > boot > force shutdown etc.
On the 3rd attempt it should boot into the WRE menus.
If it gets there then select Troubleshooting > Advanced > Startup repair and follow the prompts.
Do not select "Reset this PC" as you can erase all your data if you select the wrong option after this as Windows will be reinstalled.
If the laptop doesn't boot there are no other options other than to use external software to try a resurrect it i.e. Windows recovery USB etc. Get whoever messed it up to pay for what you need. After all they messed it up!

The HDD model number should show in the sata connections or similar. this means that the BIOS can "see" the HDD and "talk" to it.
Still doesn't mean that the boot manager or OS files on the HDD are OK and for that you need external software.
What is the model number of the laptop as sometimes BIOS menus are different?

@jayeff This is what is happening it goes into 3 stages boot up meaning start up phrase then this one in the picture

@jayeff Okay I understand that so is it anyway I could electronically do it from a phone or computer without having a hard drive or usb hard drive like mechanically and electrically nothing wrong with it like I never drop it or anything like it always be on my bed with me

Did you try the Hard Drive check as shown in the 1st image or is that not a link?
I ran two full tests on it nothing wrong with it though
If the test is OK it is software so no way around it except to download software to recover the OS etc.
Don't you know anyone with a PC and a USB flashdrive?
@jayeff that what I am saying I did a Memory Test and Hard Drive Test I actually did for tests I ran 1 quick check to Memory and 1 of Hard Drive nothing was wrong with it but that a total of 2 quick check tests so I went to Full Test it got done within a 1hour on both tests so in total it was 4 tests
Answer's still the same, the HDD is electrically/mechanically OK but the software loaded on it, isn't.
You need to repair/reinstall the software and you need software to do this.
