Why is the flash not working?
As I was taking pictures in low light conditions, my flash would not turn on. I was still able to capture images, but they were terribly dim.

Hi,
Have you ensured that the 'mode' that you are using allows the flash to operate?
Here is a link to the user guide which shows in which modes the flash is not available.

If the flash is not working on your camera, the first thing to do is to make sure the flash is enabled. This can be easily done by finding the correct setting in the camera’s menu. If you are having trouble finding this menu, or are still having trouble with the flash be sure to check out the Nikon Coolpix P530 Troubleshooting page on iFixit.com. It will have more helpful information to help you get your flash working properly.

My flash only works when i switch it off and then on again but only for the one time. If i have to take another picture using the flash again means I have to turn off and on again
