Why is my phone not touching
It fell into boiling water and it’s displaying and not touching or responding

Well I will suggest to visit near repair shop or service center.

Yeah, if it fell into boiling water, the touchscreen is probably damaged even if the display still works. The heat/water can affect the touch layer or connectors separately from the screen.
I’d turn it off, don’t charge it, and let it dry completely rather than keep testing the touch. If it still doesn’t respond after that, I’d get the screen/connectors checked. Water + heat damage can get worse if the phone stays powered on.

Oh boy! This is about to get interesting!
So, since boiling water is obviously hot, you might've also melted certain internals, or the case has warped. I suggest that you just replace the whole phone. Yes, we are iFixit, but some fixes just don't make any sense anymore. Sure, you could try to replace at least $400+ worth of parts, but it just makes more sense to just replace the whole phone. Sorry to be the bringer of bad news!
