First, check that the power cable is firmly plugged in, try a different wall outlet, and make sure the switch on the back of the power supply is set to I. Unplug the PC, hold the power button for 15 seconds, reconnect it, and try again.
When you press the power button, do any fans spin or lights come on, or is it completely dead? That'll help narrow down whether it's a power supply problem or something else.

What is the make and model number of the motherboard?
What happens when you turn on the PC e.g. lights on motherboard, beeps heard, lights on keyboard etc?
