How to reset it when is says this windows could not load required file. Win setup.dll. The file may be corrupt. To install windows. Restart the installation. Error code.0xC1

Visit Microsoft and dl the recovery image. with this you could format a USB on a working windows machine.

Just search "surface go recovery image" and click the link from microsoft. There's also a manual on how to do this.
