The simplest thing to check, is it running on "Power Saver" mode within Windows? You should be able to manually turn the screen brightness up with the keyboard keys. If that fixes the screen brightness, the lack of a charger light could be a bad charger (most likely) or a damaged charging port on the PC (less likely but possible).

If none of these things apply, you'll probably need diagnostics from a repair person.
