The message means that the laptop cannot find the Windows operating system to load.

This could be due to a faulty HDD or a corrupted boot partition on the HDD.

Start the laptop and press F2 to enter the BIOS menus and check if the HDD is being detected by the BIOS.

If it isn't being detected, then there's a problem with the HDD. Here's the ifixit Dell Latitude E5440 Hard Drive Replacement. guide that shows where it is in the laptop.

If it is being detected and if Win10/Win11 is installed, create a USB recovery drive and check if using it, fixes the problem.

All you need is access to a known working Win10 PC, an 8GB flashdrive and 1-2 hours of time.

To create the USB recovery drive, in the host PC go to Control panel > Recovery > Create a recovery drive and follow the prompts.

When you have the USB recovery drive, insert it into the laptop and then when starting the laptop, when the Dell logo appears, press F12 and change the boot order to USB first boot device. The laptop should boot into the Windows Recovery Environment menus.

When there select Troubleshooting > Advanced > Startup repair and follow the prompts.
