The wifi and hotspot is not working
I did nothing on my phone and the wifi just has been not working,finding out the hotspot not working too.

If it is working OK when in safe mode (leave it on for long enough to be sure), then there may be a downloaded app¹ that is the cause of the problem.
You will need to uninstall each downloaded app, one at a time and test the phone in normal mode between each uninstall, to see if the WiFi is working OK or not. When it does work OK then the last downloaded app that was uninstalled was the culprit.
Perhaps try starting with the last apps that you installed and work back from there.
¹ A downloaded app is one that you downloaded and installed on the phone and wasn't one that came preinstalled on the phone when you first got it.

I turn it on to normal mode but when i try to put it back in safe mode,the wifi again did not work
I put it back in normal mode,the wifi is now working okay. Is it okay now??
Only time will tell.
Leave it in normal mode and see if it continues to work OK.
If not and it fails again, try safe mode and if it works OK in safe mode then see the answer above for what to do.
Sounds like there's a software glitch somewhere that is affecting its operation but only intermittently perhaps.

We’ll need some more detail here. What sort of behavior are you seeing. Wifi networks just aen’t found? Or ou can’t turn WiFi on? Or it finds them networks but won’t connect?
(Same goes for Hotspot, it sounds like you can enable it, but the signal isn’t visible on it he devices?)

Is Bluetooth working OK?
Try starting the phone in safe mode and check if WiFi turns on and stays on.
