@ronaldwanyama teh fan speed is dependent on the computers temperature. As your computer heats up the temp sensor signals the fan to run faster. Of course, this is a very simplified explanation. Anyhow, it appears as if your computer gets hot forcing the fan to run at max. Time to open it up and to clean the air inlets, the fan, as well as replacing the thermal paste.

Use the HP Probook 4330s Maintenance And Service Guide to work on your computer. On page 69 you see how to remove the heatsink. You will have to do that to replace the thermal paste. Here is a generic guide on how to replace the thermal paste.

Of course, it will also depend on how and where you use your laptop. If your ambient temperature is high, your laptop fan will be running high to keep it cool. Also, do not use your laptop on any surface that may occlude the air inlets.

While you work on your laptop, take lots of pictures. Once you are done with it, take those pictures and create a guide for iFixit.
