Phone will not charge unless I restart it?
Why does my A71 5G 6U have to be restarted to charge? After restart it charges fine.

Your device may need to restart to shut down background apps/programs that hogs the battery, preventing it form charging until the device is restarted.
This could be a sign of a weak/bad battery, and should be replaced.

It will hold a charge once it is charged. Didn't start this until after the last update?

Does it do this if you start the phone in safe mode?
