What is the model number of the water heater?
Sounds a though the thermostat may be faulty and not turning off the power to the heater when the water temperature has reached its upper limit or cut off point.

Have you checked the operating instructions? Check your model at https://www.waterheatermanuals.com/ao-sm... and go to the troubleshooting sections to find the possible cause. Sometimes this is normal operation of the water heater, but it all depends on your model.
