Ipad is not call

IPads do not come with the native Phone app installed. In fact, I am not even sure you can try and install it from the App Store. Even cellular iPads are not equipped to make phone calls. They have cellular radios for data. But this is not the same as SMS or Voice. At least not historically.

You may be able to take calls from your phone on your iPad with certain settings enabled, but any purely phone based functions done through your iPad are being routed through your connected phone. Calls made from your iPad would be routed through FaceTime as a voice call. Apple’s support article might be helpful.
