My ipod isn't working. Whenever I plug inn the charger the screen starts and when I take the charger out, the screen stops and becomes black and blank.

Sounds like a bad battery. You could look at the iPod Nano 2nd Generation Battery Replacement but it is not an easy repair by any means.
