Vizio M70 - C3
As shown below, when tv boots it is extremely blurry and gives no picture. I have attempted moving it to a different outlet, I have taken the back panel off and other than a bit of minor dust there was no wear or tear on any of the panels from what I could tell.

Adjust the TVs Picture Mode
To access the Picture modes, press the 'Menu' button on your VIZIO remote & then use the arrow keys to high the 'Picture' option. You should now see a 'Picture Mode' option that can be adjusted. Choose whichever mode you prefer.

Are the TV menu screens clear?
have you tried using different inputs e.g. HDMI, AV video, Component video, RF (coax) to see if the image improved?
Have you tried using a different signal source e.g. dvd player etc to check the display?
Just trying to isolate what and where the problem is although at the moment its looking like a mainboard or tcon board problem
