Blue power light turns on upon start up. No picture or sound. Replaced power supply and still same problem

Any ideas?

Still no solution. Checked everything with multi meter. still no picture. everything has power. Tv powers on but will not display anything...

Here's the aptly named "no work" troubleshooting section from the service manual for the TV that may help to determine what and where the problem is.
