Here’s the service manual for the laptop, taken from this webpage
The webcam wiring is part of the display cable.
Go to p.85 to view the necessary pre-requiste steps and then the procedure to remove/replace the display cable. This will allow you to check if it the cable is loose on the motherboard, damaged where it passes through the hinge to get to the lid or perhaps is loose where it connects to the webcam.
If the cable is faulty search online for Dell MC2TT to get results for suppliers that suit you best.
