Is this component burn?

Well my tablet the lcd start shaking and stoped after a while but the brightness needed to be at maximum if I would put 50 or 25% would start shaking so I was thinking could be a lose cable or just a cleaning at the cable and all would be alright.

after doing all this still the same so I realise would be better change the lcd and all would be fix but my question is this component I took a pic show some signs as burn. What influence it as to the tablet?
