USB Ports are not working.

I have a trash can mac that has non functional USB ports. There is 5v at the ports but when any known good device is plugged into them it is not recognized. I already replaced the IO board and it did not fix the issue. Anyone seen this issue before and know what might be the cause? The unit works perfectly otherwise..
