It sounds like the device was physically damaged.
You're better off contacting your provider or the manufacturer. If the device is still under warranty they are obligated to provide you with a working replacement free of charge.

This is the relevant section from the warranty statement from RCA
"....warranted to be free from defects in materials or workmanship for a period of one year from the date of their original retail purchase. If the unit fails to conform to this warranty, we will service the product using new or refurbished parts and products, at AVC s sole discretion."
Being dropped into water by the user does not constitute "defects in materials or workmanship" by the manufacturer, as this was beyond their control.
There's no legal obligation for them to fix/replace it for free.
This will not be covered by them under warranty.
Soyry, maybe not applicable for anywhere.
Now that it has been in water there could be a lot of things going on with it. As I have not worked on this particular product . Give this a try.
