Karen, try to disable VoiceOver using the Accessibility menu in the Settings application. I think that is what draws the "box" around your icons. That would also mean that your digitizer works since it reacts to your touch.

you may not have broken any glass but the touchscreen cable itself. try a hard reset..home and the power button together for 10 seconds, when the apple symbol appears release buttons and allow to reboot. if that doesn't work you could open the phone and check that cable no.2 is on properly. other than that it's a new digitiser you need

I did replace the glass and the Lcd panel with digitiser (it was one piece) Any other sugestions?
When I touch the screen a white box will appear around the icon.....
So you already replaced the screen? I'm not sure what you mean about the square around the icon.. I would reopen the phone and clean connector 2 then make very sure it's on properly ( makes a click feel when on right) what happened to the phone to make you replace it?
pollytintop, I seem to remember there was a question on here about that a while back. I think it was something in the settings, disability something. Tried to find it but can't. Getting senile....
you're far from senile, I thought the touchscreen wasn't working... I guess if it makes little boxes it is! I'm senile, well .. mostly. :-)
well obviously two senile minds combined still get things accomplished...:-)

i have connected all three connectors back in the correct spots it lights up but will not touch activate

yep.. bunting/party food/sweets/cakes.. we did the whole royal wedding thing. Not that I'm into the monarchy, but it's the feelgood factor.. everyone loves a good wedding!
