I have an awesome and funky retro bug on my windows 10 inspiron
This is how it looks as you can see there is a wierd effect on all the icons and the start button region has a wood texture

Hi,
Try starting the laptop in safe mode to see if the problem is still there.
If not there in safe mode, then a 3rd party program is the cause of the problem. Check Task Manager > startup tab to see what is loaded on Startup.
Looks like some sort of overlay on the icons.
