Why is the wifi not turning on?

Have you tried resetting the camera to its' factory default settings?
Press and hold the Power/Mode button for eight seconds to reset your camera.
The default setting for the WiFi is Off so you'll have to press and hold the Settings/Tag button again to see if it turns on.

I've tried this, but my WiFi still isn't working. Can I preform a hard reset on this thing, so my WiFi will work again? Or do you know another way to do this? I already tried GoPro support, but I think they even forgot the existence of this GoPro...

The procedure shown above is the hard reset.
Just clarifying whether you can enable the WiFi in the camera and it just won't connect or you can't enable it at all i.e. turning it on doesn't work in Settings?
If you can turn it on OK and it won't connect, try using the camera (with WiFi turned on) as close as possible i.e. <10cm, to the device you wish to connect to e.g. phone etc and check if the camera's WiFi network SSID appears in the device's available WiFi networks list
If it does it may be an antenna problem in the camera.
I've looked at teardown videos for the camera but couldn't see any obvious signs of an antenna but it may be hidden.
If you can't turn on the WiFi check if the camera has the latest firmware installed (click on Mac or Windows to go to the download page) and if it hasn't (or even if it has) try installing the update (or reinstalling the firmware if it is the same version.
That's about all I can suggest to try
