Depends what’s phone you have to begin with. iPhone, blackberry, etc.?

Phones don't usually get burn in, and even TV sets don't. A Tv set would get pixel burn out, and they look like white dots. The amount of white dots gets to be more and more. The fix for the TV is to change the part that projects the picture. This is not something for someone to do for themselves unless you have previous experience. On a cell phone, I've never seen screen burn, or even bad pixels. It must be a cheap off branded cell phone. Next time, get a Samsung, or one of a few brands that are known for quality. If you have a contract, they might fix it for you, if you don't have a contract, maybe you should shop arounds for a new phone. The cost of fixing that old phone would be a waste of money. Sorry I could not be of more help, I did give you good advice.

@aspiringkid does not sound like burn-in since it is an LCD display. You can post some images of what your display shows so we can see what you see. Use this guide Adicionar imagens a uma pergunta já existente for that.

Could be a bad screen as well as a bad connector/motherboard. Replace the screen first while you do so, clean the LCD connector with some 90%+ isopropyl alcohol and a soft brush. Check for corrosion
