Part of touch screen does not work
Part of my touch screen is not responding to touch. While holding device horizontal, top 1/4 of screen is unresponsive to touch.

did u tried to restart your surface? do it if f you haven't done so already. sounds obvious, but so many people don't think about it, and it fixes problem in many cases

First of all, try restarting your device. If that does not work then you may need a new Digitizer. I linked the part and the repair video below.
