Fatal Rectangular shadows on the windows

All know the small fluctuation of the power cable and a little less the accessories (usb, thunderbolt, etc) my cousin, mac technician in London refers so, or is the cable (needs inspection) or is the LED, the question is That this shadow appears behind the windows in compact form or striped in thin lines, and moves with them when moving them.
