Why the fan runs slowly despite tuning the regulator to its highest?

The fans is not spinning in its full potential. When the regulator is tuned to its highest number 5, but still the fan spins slowly. What is the fault with the fan? Is it with the fan motor or regulator?

could actually be the capacitor. I'd recommend checking the values of the cap first.
