Lacie External Drive not powering up.

So I have a pretty old 1Tb Lacie Ethernet Big Disk external drive. Our power flickered off and on a few times and blew the capacitors on the board. I replaced them and power is not getting to the board which I have verified with a voltmeter, also the chips and processor heat up. However when I press the soft on power button the drives do not power up nor does the on indicator light up. Any suggestions???

I would like to try and get this working instead of having to purchase things in order to rig up the two hard drives just in order to get my data off for one time use.
