hi i have a 2012 mac mini & think i have deleted everything including recovery all that it does now is white screen plus folder & ? icon cant get into anything else command + r doesnt do anything cant get internet recovery either any help would be much aprecciated

The flashing question mark means that the mac cannot find a bootable system. When you say that you think you deleted the OS by mistake, what did you actually do? Have you performed any repairs? If so, make sure your SATA connection to the board is in place.

i wanted to get rid of email acount but couldnt so went to settings & deleted the restore partition by mistake then deleted everything i think so now there is nothing i can do to boot it
I'm afraid you are going to have to reinstall the OS. You have completely wiped the drive. Do you have a clone? Back-up with TimeMachine?
I have no backup at all is there a way to reinstall the os
Did you register your Mac Mini on the first boot? if you have then you can do a complete install over the internet for the OS but you will lose ilife.
Shut down your machine leave for the a couple of minutes then press the power button at the same time holding the option key down, after a few seconds you will see two drives pop up on your screen click on HD recovery and follow the on screen instructions.
