Main reasons an outboard motor won't start: 1. No fuel; 2. No spark 3. No compression Possibly, if you provide more details, I could be more specific. e.g. How old is the gas? Have you changed the spark plugs recently? Pull start or electric start? How many cylinders? How old is the motor? Whar is the motor's serial number? (usually on a plate or decal on the clamp beneath the powerhead). If you've ever forgotten to put the two-stroke oil in the gas (or, fill the oil reservoir), that can be fatal (check the compression). Does it want to start? Or is there no sign of firing when you try to turn it over?

Adding to moe_r's reply, a spark test would be removing one or all spark plugs, examining them for fresh raw fuel (wet, smell), then connecting to ignition coil or wire while grounding the plug base to the engine (unpainted parts). Do you see/smell fuel on plugs or not? Try starting and observe for spark on the plug. Is your outboard electronic fuel injection or carburetor? EFI systems can be difficult to diagnose but not insurmountable with background info. EFI can have electronically controlled spark and fuel injectors. Carburetors fall into two types; float or diaphragm operated from crankcase pressure.
