Buildings can mess up the triangulation the iPhone needs to do. Remember it needs to receive the signals from three satellites if it can’t do that the location data is not accurate and all you’ll get is best guess. Also your hands placement or case can block things.
Can you clarify what you mean by "not working properly?" Is there an error message? Is the GPS giving inaccurate information?
