Does anyone have Gear problems …

So i have a kawasaki ninja 600R of the year 1999 it has 43 thousand kilometers on it and its making a problem with the gears when i downshift from 3rd it gets into 2nd but from 2nd to 1st it clicks but it doesn’t change the gear i have to try like 5 ore 10 times
