First, touchscreens stop working once they get above a certain temperature, don't worry about that.
Second, have you tried using a different adapter (and cable)?
Third, have you tried plugging the adapter into a different outlet?
If none of that works, it may be an issue with the phone's charge port, or with the phone's battery.
