My ps4 is not reading any of my controllers

I just bought this ps4 off of marketplace and when I went to turn it on it had been reset already and I was at the controller screen but neither of the cables I used connected the remote I have another PlayStation that works just fine and I used the remotes from that ps4 to see if maybe the remote was the issue but nothing changed I put it in safe mode to see if that would change anything and all it’s doing is charging the remote is there anything else I should be looking for or possibly could be wrong with the system?
