My Mac Pro a2141 battery died and won’t charge anymore, I have removed the battery from the logic board but it won’t power on without the battery. How can i test for power and smc?

You need a battery installed to test things properly. At this point you’ll need a new battery MacBook Pro 16" (2019) Battery and here’s the guide MacBook Pro 16" 2019 Battery Replacement
I would also get a USB-C power meter to place between your charger and the system to monitor the power going in. It’s possible the power logic within your system needs repair or the charger and it’s USB-C cable are bad.
