Why is the paper jamming every time?

My Canon printer (MAXIFY MB2750) is jamming before I even try to print. I receive the error message to say the paper is jammed (1303) so I remove the paper and shut the rear door and immediately the same happens again. It's like it's getting half way but not feeding through properly and it makes a horrible grinding noise as it tries to push through. A white roller/wheel spins really fast and makes the grinding noise if there is no paper to push through. Does anyone have any idea how to resolve this issue?

Inspection of the leading edge of the removed jammed paper may show a slight indentation often on the right hand side.

This indentation is made when it strikes the little lever called a Flag. The flag is approx 1 centimeter long is spring loaded with a tail that sits on top of an internal feed roller with the trailing end towards the paper exit. This senses the leading edge of the incoming paper signaling the start of printing, and also signals the end of the paper after printing.

Some times a flag will become jammed with paper debris or more often when previous paper jam has been cleared by pulling the jammed page out back the way it came. Which may be the only way of removing the paper if the leading cannot be accessed. A page torn during this exercise may leave a tiny piece of paper jammed under the Flag lever, hence the indention on the next jammed page.
