2000 club car won’t move or charge.

I’m working on a 2000 club car that won’t enable the charger and won’t move. Battery terminals are clean and showing 48 volts. I hear the solenoid on the right click in. If I press the pedal more than enough to engage that it clicks out. I believe the controller is bad but would this also take out the charging since that’s controlled by the OBC?
