It seems like something inside the heater is probably worn out (most likely the blower motor but I'm not sure) and drawing too much current. You can narrow down the cause by using an ammeter hooked up in series with the positive wire of individual components in your heating system to test the amount of current they are drawing. If, for example, the blower motor is the cause of blown fuses, the current (in Amps before the fuse blows) displayed by the ammeter hooked up in series with the (+) blower motor wire will probably exceed the rating printed on the fuses you are installing. This indicates that the blower is drawing too much current, is probably worn, and should be replaced. Note that this is a general troubleshooting technique and that I have limited experience working on Subarus.

Hi

just be careful with the ampere meter, most of them are limited to max. 10A unfused often less. If the fuse of the heater is for example a 8A type, the heater must draw more than 8A to melt the fuse. As the fuses in cars are not fast types, it could happen that your heater draws more than, for example 10A, so you fry the ampere meter before the fuse melts. Check that the fuse melts long before the ampere meter gets fried.

You may be installing the wrong fuse. Here is the service manuel on you car: https://www.subaru.com/content/downloads...

The Fuse chapter starts in Part 11 page 48.

The fuse chart is on the inside of the fuse cover. This is for the interior.

The Fuse box on the inside of the engine compartment is located in Part 12 page 8.

There are two 15 amp fuses that control the Blower Fan. Slots 26 & 27.

Try replacing both of these.
